Ciela was founded in 1991. It is active in the field of business consulting and publishing of books, dictionaries, normative acts, and other informational and educational materials mainly in the field of law. The company runs its own printing house and publishes more than 250 new titles per year.
Since 2006 Ciela provides software services. In 2007 the company created a National Educational portal under the support of the Ministry of Education. In 2008 together with scientists from the Bulgarian academy of science, the company created a system for Voice Recognition of Bulgarian Language.
At the end of 2010, Ciela Soft and Publishing merged with Norma, the oldest Bulgarian software company, founded in 1985. The company officially changed its name to Ciela Norma.
