In October 1999 it applied to Securities and Futures Commission and was allowed for public offering of stock. In May 2000 it obtained ISO9002 quality certification. In September 2000 it obtained licensing CSS technology. In October 2001, it obtained ISO9001: 2000 version certification, completing R & D management system review. In October 2001, "High Definition multi-channel music DVD-Audio disc development project" passed new product development project applications led by Industrial Development Bureau Ministry of Economic Affairs. In June 2002 it obtained ISO1400 quality certification. In August 2002 it obtained IRMA (International Recording Media Association) certification, successfully becoming the first Asian factory of optical disc piracy. In October 2002 its stock went listed in OTC market. In March 2003 it invested adn set up production bases in Australia
